Trevor Tombe (University of Calgary), The Hub, Sept 1, 2026: Canada's Sept 8 counter-tariffs add about C$4B a year in costs, roughly C$250 for families with kids and under C$170 for households without. Checkout costs only: this doesn't include income lost to US tariffs on Canadian exports.

Why CUSMA compliance still matters

Goods that qualify under CUSMA's rules of origin still enter the US free of the Section 301 forced-labor tariff — the 10% that other Canadian goods have paid since July 24, 2026. But the shield has gaps. Section 232 tariffs on steel and aluminum mill products and lumber have no CUSMA exemption (CUSMA-qualifying steel and aluminum products on the 25% list pay only on their non-US content), vehicles pay 25% on their non-US content, and the Section 338 tariffs apply regardless of CUSMA: 50% on listed Canadian goods since August 22, with import bans now in effect on packaged alcohol, whey products and motorcycles over 800cc from September 29 (listed dairy and cheeses stay at 50%). Since September 15, Section 338 and Section 232 duties stack on two of the three lists, reaching up to 75% combined on some steel and aluminum structural products. At the July 1, 2026 joint review the US did not agree to renew CUSMA, so the agreement now faces annual reviews; it remains in force until July 2036. Canada suspended talks with the US on August 21, and none were scheduled as of September 25.
